Tpl. Osinaike Kehinde – General Manager

OSINAIKE KEHINDE SUNDAY, the current General Manager of the Lagos State Physical Planning Permit Authority, LASPPPA, was born March 26, 1967.

He holds a Master’s degree of Science in Public Administration (Human Resources Management) from the Lagos State University in 2006; PGPD, HND and OND in Town and Regional Planning, all from Yaba College of Technology.

Given his genuine interest and professionalism in the Urban sector, OSINAIKE is a certified member of different professional bodies, some of which include: member of the Nigerian Institute of Town Planners NITP, 2000 (M 1498) and also a member of Town Planners Registration Council TOPREC, 2003 (M 1282).

For the over two decades, he has been working with the Lagos State Government, to develop the Urban sector, thus acquired extensive knowledge in diverse spheres of urban planning and regional development including; development control and administration; strategic planning and development; urban regeneration and redevelopment, as well as housing development.

OSINAIKE’s several years of experience in different fields of Urban and Regional Planning made him an expert in tourism, recreation planning and park management; waste management and recycling; environmental sustainability; urban governance and infrastructure and of course landscape planning and greenery.

Having joined the service of the State Government since 1995, the new General Manager of LASPPPA has been privileged to have worked on different projects and also served in some Ministries, Departments and Agencies, MDAs, such as:

•         Preparation of Urban Renewal Schemes, Lagos State Urban Renewal Authority (January 1995 – December 1997)

•         World Bank Assisted Program for Badia-Olojowon Pilot Project, Lagos State Urban Renewal Authority (1998 – 2000)

•         UNICEF Assisted Program for Bariga and Badia Areas, Lagos State Urban Renewal Authority

•         PROJECT OFFICER, Implementation of Central Lagos Redevelopment Scheme, Lagos State Urban Renewal Authority (2000 – 2002)

•         FIELD COORDINATOR, World Bank Assisted Water Supply Program for Ogun State (2003 – 2004). Private Participation 

•         SECRETARY, Committee on Review of Draft Copy of Lagos State Urban and Regional and Development Law and Regulations 2005, Ministry of Physical Planning and Urban Development

•         ACTING HEAD, Physical Planning, Research and Statistics, Lagos State Physical Planning Development Authority (2005-2009)

•         RECOMMENDING OFFICER, Eko Planning District Office, Lagos State Physical Planning Development Authority (2009 – 2013)

Prior to his recent appointment as the General Manager of LASPPPA, he had served as the SPECIAL ASSISTANT to Hon. Commissioner, Ministry of Physical Planning & Urban Development since August 2019.
